The Elder Scrolls IV: Oblivion Mod - Roman Armor for Tamriel's Legions 1.0

What this does is it gives roman armor and the gladius to all the soldiers of Tamriel. A little more "empire-esque.

The Legionaires have the segmented armor, and the townguards are auxilia soldiers with chain-mail.
